Metal Snow Gauge - 11 gauge (1/8") thick steel painted with a black enamel paint.
 
Overall length is 42" and overall width is 9.25".  
The measurement between the numbers are inches.  The bottom of each number on the bottom edges is where the measurement is taken from.  Also, the first inch is measured from the bottom rectangular piece above the spike.  See attached picture.
